EHS Engineer – Project Ranger, New Mexico 

The Environmental, Health & Safety (EHS) Engineer provides hands-on and technical EHS support for Castelion's Project Ranger operations in New Mexico. The role spans facility construction and buildout, manufacturing, maintenance, facilities, engineering, commissioning, and other site operations. 

Project Ranger is a rapidly developing manufacturing site. Facilities, equipment, processes, and operational requirements will continue to evolve as the site moves from construction and commissioning into sustained manufacturing. The EHS Engineer must be comfortable working through ambiguity, adapting to changing priorities, and building practical EHS systems that keep pace with the site. 

This is a highly field-oriented role. The EHS Engineer will spend significant time where the work is performed, partnering with operators, technicians, engineers, maintenance, facilities, construction partners, and supervisors. Together they identify hazards, develop practical controls, and make sure EHS requirements are effectively implemented. On a given day that may mean conducting an inspection, reviewing equipment design, participating in a PHA, investigating an incident, or coaching an employee. 

Responsibilities 

  • Provide daily, hands-on EHS support across construction and buildout, manufacturing, maintenance, facilities, engineering, commissioning, and supporting operations, maintaining a strong presence in operational areas. 
  • Serve as an accessible onsite EHS resource for employees, contractors, and leadership. Independently resolve routine issues, recognize when specialized expertise is needed, and escalate significant risks appropriately. 
  • Partner with facilities, engineering, construction teams, and contractors to identify and control EHS risks associated with facility construction, equipment installation, infrastructure development, and site modifications. 
  • Participate in facility, equipment, and process design reviews, and ensure EHS considerations are built into equipment procurement, installation, and modification before construction or startup. 
  • Support new equipment, process changes, commissioning, turnover, pre-startup reviews, and first-time operations, ensuring EHS controls are established before work begins. 
  • Identify and evaluate workplace, equipment, process, chemical, construction, and operational hazards, including machine guarding, hazardous energy, electrical, ergonomics, material handling, and access/egress. Partner with engineering and operations to develop practical engineering, administrative, and procedural controls. 
  • Lead and support risk assessments, including JHAs, PHAs, What-If analyses, equipment/process reviews, and operational readiness assessments for new, modified, and higher-risk operations. 
  • Support Management of Change processes so that changes to equipment, processes, facilities, materials, procedures, or operating conditions are evaluated before implementation. 
  • Develop, implement, and continuously improve site EHS SOPs, programs, policies, JHAs, work instructions, and inspection tools based on regulatory requirements, operational needs, risk assessments, and lessons learned. 
  • Develop and deliver EHS training for employees, contractors, technicians, engineers, supervisors, and managers. Work directly with affected teams to roll out new programs, verify that requirements are practical, and reinforce expectations through field coaching. 
  • Execute and maintain core site EHS programs, including LOTO, machine safety, PPE, respiratory protection, Hazard Communication, electrical safety, hot work, fall protection, confined space, material handling, contractor safety, and emergency preparedness and response. 
  • Conduct routine field inspections and operational walkdowns to verify that controls are effective and to identify emerging risks. Track findings and corrective actions, and work with responsible teams to prioritize them and drive them to closure. 
  • Lead and support incident and near-miss investigations. Identify root causes and contributing factors, develop corrective actions, communicate lessons learned, and verify effectiveness. 
  • Support industrial hygiene activities, including exposure assessments, sampling, evaluation of results, and implementation of exposure controls. 
  • Manage day-to-day environmental compliance activities, including hazardous waste management, chemical inventories, spill prevention and response, inspections, and required records. 
  • Support operations involving energetic materials and explosives by evaluating operational hazards and working with the Site EHS Manager and the Energetics Safety Manager to incorporate explosives-safety requirements and established controls into operations. Maintain working knowledge of DoD Manual 4145.26 sufficient to recognize applicable requirements and potential compliance concerns. 
  • Support site compliance with applicable ATF explosives requirements, including routine inspections, explosives storage and inventory controls, required records, and corrective actions, in coordination with the EHS Site Manager and EHS leadership. 
  • Collaborate with Castelion EHS personnel at other locations to share procedures, tools, training, and lessons learned while accounting for site-specific requirements. 

Minimum Qualifications 

  • Bachelor's degree in engineering, occupational safety, environmental health and safety, industrial hygiene, environmental science, or a related technical field. 
  • 5+ years of EHS, safety engineering, manufacturing safety, process safety, or related experience in aerospace, defense, chemical processing, advanced manufacturing, or another industrial environment. 
  • Working knowledge of OSHA requirements and common industrial EHS programs. 
  • Working knowledge of DoD Manual 4145.26 and its application within operations involving ammunition, explosives, or energetic materials. 
  • Demonstrated experience developing and implementing EHS programs, SOPs, and training. This includes taking a requirement or identified risk from development through stakeholder engagement, field implementation, and verification of effectiveness. 
  • Experience conducting hazard assessments, inspections, incident investigations, and corrective-action management, including structured methods such as JHA, PHA, What-If, or FMEA. 
  • Experience supporting new equipment installations, facility modifications, commissioning, startup, or operational-readiness activities. 
  • Ability to read technical documentation such as equipment specifications, process documentation, engineering drawings, P&IDs, SDSs, and operating procedures. Ability to translate hazards and regulatory requirements into practical controls for manufacturing processes and equipment. 
  • Demonstrated ability to operate effectively in a startup or rapidly scaling environment, working with incomplete information and competing priorities. 
  • Strong problem-solving, organizational, written, and verbal communication skills, and the ability to work effectively with operators, technicians, engineers, maintenance personnel, contractors, and leadership. 
  • Comfortable spending significant time in manufacturing, commissioning, and outdoor operational environments. 
  • Ability to work full-time onsite at Project Ranger in New Mexico and to support operations outside normal business hours when required. 
  • Ability to meet U.S. export-control requirements (ITAR or EAR). 

Preferred Skills and Experience 

  • Experience in aerospace, defense, energetic materials, chemical processing, propulsion, or other high-hazard manufacturing environments. 
  • Experience supporting energetic-material processing, mix/cast, propulsion manufacturing, or test operations. 
  • Experience supporting a facility from construction and buildout through design reviews, commissioning, startup, and production ramp-up, including working with construction contractors, facilities, engineering, and equipment vendors. 
  • Experience with Management of Change, Pre-Startup Safety Reviews, or similar readiness processes. 
  • Experience with machine safety, equipment safeguarding, hazardous-energy control, and engineering controls. 
  • Familiarity with ATF explosives requirements and applicable NFPA standards. 
  • Experience with industrial hygiene, hazardous materials, hazardous waste, environmental compliance, and emergency preparedness and response programs. 
  • OSHA 30, HAZWOPER, ASP, CSP, or similar training or professional certification.
